18. THE PEOPLE AR MADE THIEVES BY THE EXAMPLE OF THEIR RULERS. This is a good instance of Conf. boldness in reproving men in power. Ke K'ang had confirmed himself as head of the Ke family, and entered into all its usurpations, by taking off the infant nephew, who should have been its rightful chief. 不欲=不贪, 'did not covet', i.e., a position and influence to which you have no right. 苟子之不欲, 'given the fact of your not being ambitious'.赏之=赏民.

19. KILLING NOT TO BE TALKED OF BY FULERS; THE EFFECT OF THEIR EXAMPLE. In就有道, 就 is an active verb,=成, or 成就, 'to complete', 'to perfect'. 德 is used in a vague sense, not positive virtue, but= 'nature', 'character'. Some for上would read 尚=加, 'to add upon', but上itself must here have substantially that meaning. 草上之风=草, 加之以风, 'the grass, having the wind upon it'.
