The Master said, "In preparing the governmental notifications, P'e Shin first made the rough draught; She-shuh examined and discussed its contents; Tszeyu, the manager of Foreign intercourse, then made additions, or subtraction; and, finally, Tsze-ch'an of Tung-le gave it the proper elegance and finish."
